Foundation for Liberty and Prosperity

The Foundation aims to perpetuate the core judicial philosophy of retired Chief Justice Artemio V. Panganiban that jurists and lawyers should not only safeguard the liberty of our people but must also nurture their prosperity under the rule of law. To him, justice and jobs; freedom and food; ethics and economics; democracy and development; nay, liberty and prosperity must always go together; one is useless without the other. The attainment of this dual goal involves an understanding of the intertwining relationship of law and business, and of regulation and entrepreneurship.

The Foundation’s vision is a society that fully appreciates the necessity of “Liberty & Prosperity” and their essential interdependence and mutual inclusiveness. 

The Foundation’s mission is to educate the people, especially the members of the judicial and legal profession, on this fundamental and essential interrelation between liberty and prosperity by supporting projects aimed at promoting, developing, assisting, and protecting liberty and prosperity under the rule of law.

The FLP, in collaboration with the Supreme Court, will establish the Museum for Liberty and Prosperity. The Museum aims to provide a venue to highlight the profound significance of the rule of law. It will be an interactive, immersive, technology-driven, and AI-powered hub for education, research, and innovation, dedicated to instilling in Filipinos a deeper appreciation of liberty and prosperity, and their essential interdependence in society.

The FLP, in collaboration with both public and private sector partners, will also establish the Fund for Liberty and Prosperity, a multi-billion-peso initiative aimed at contributing to poverty alleviation and inclusive economic growth.


The Fund will support micro, small, and medium enterprises (MSMEs), especially those with limited access to banks or traditional investors. The FLP will assist enterprises that promote sustainable development and empower marginalized sectors by providing financial, management, or legal support.

Legal Scholarship Program

Legal Scholarship Program

In partnership with the Tan Yan Kee Foundation and conducted in cooperation with the Philippine Association of Law Schools, FLP offers a highly competitive and unique merit-based scholarship opportunity to 3rd and 4th-year students of law schools. Since its inception in 2016, the Foundation has awarded scholarship grants of ₱200,000 per scholar per year. The grant was increased to ₱250,000 per scholar in AY 2024-2025. As of AY 2024-2025, FLP has awarded 106 scholars for the program.

Dissertation

Dissertation Writing Contest

In partnership with the Ayala Corporation and conducted in cooperation with the Philippine Association of Law Schools, this awards program seeks to investigate, nurture, and propagate the philosophy of the Foundation through scholarly legal writing on its core principles. Primary prize winners of the contest received ₱300,000 for first place, ₱200,000 for second place, ₱100,000 each for 3 third place winners. It has since generated 37 papers on law, jurisprudence, and relevant policies, as well as economics and technology.

ESMEL Fellowships Program

ESMEL Fellowships Program

In partnership with Metro Pacific Investments Corporation through the Metro Pacific Investments Foundation, FLP launched in 2022 the Esmel Fellowships which aims to look for Filipinos with entrepreneurial spirits who promote sustainability, social justice, and/or equitable prosperity for all Filipinos. The program provides each year merit-based scholarship grants of up to ₱450,000 to five aspiring Filipino entrepreneurs taking up MBA or MS program in entrepreneurship, sustainability, management, economics and business law. The grant was increased to ₱500,000 in AY 2024-2025. As of AY 2024-2025, FLP has awarded 20 fellows for the program.

Panganiban Education Assistance Program

Panganiban Education Assistance Program

The Foundation for Liberty and Prosperity (FLP) is sponsoring a merit-based education assistance program for poor but bright relatives of the FLP Chairman as well as children of employees of the FLP Trustees and Officers. There will be five (5) slots open for Academic Year 2024-2025.

Awardees shall be selected based on the criteria in Section 2. The financial assistance is a monetary award for the awardees which can contribute to their expenses for college/university education and will be given on a year-to-year basis.
